Rob Preece is an Associate Professor at the Centre for Customs and Excise Studies, Charles Sturt University, and serves as an Adjunct Associate Professor at the University of Canberra. Based in Bangkok, Thailand, he specializes in excise policy development and indirect tax administration reform across Southeast Asia.

Rob’s research focuses on excise taxation, customs enforcement, and capacity-building initiatives. He has contributed to long-term reform projects with ministries of finance, customs departments, and international organizations like the World Bank and Asian Development Bank.
His work includes combating illicit trade in tobacco products (co-authored with Interpol) and delivering tax modules for Shanghai Customs College and leadership programs for Malaysian and Indonesian customs officers. Recent projects emphasize VAT/environmental tax reforms and regional transport agreements in the Greater Mekong Sub-region.
