Richard Stacey is an Associate Professor and Associate Dean of the JD Program at the University of Toronto Faculty of Law. He holds degrees from the University of the Witwatersrand (BA, LLB) and New York University (PhD) and has clerked at the Constitutional Court of South Africa.

Stacey's research focuses on public law, administrative law, and constitutional law. His work explores the intersection of constitutional commitments, the rule of law, and popular sovereignty, with a particular emphasis on Canada and comparative constitutional adjudication in South Africa and Kenya.
His publications analyze topics such as Charter rights, proportionality principles, Indigenous self-government, and the legitimacy of referendums. Recent works include a unified model of public law and critiques of administrative decision-making in Canada.
He has taught law and political theory at institutions including the City University of New York Law School, University of Witwatersrand, and University of Cape Town.
