Richard Rosen is the Glenn D. West Endowed Professor of Law at the School of Law, Texas Tech University. A retired U.S. Army officer, he served as Commandant of the Judge Advocate General's School and held senior legal roles including Staff Judge Advocate of the III Armored Corps and Fort Hood, and Deputy Legal Counsel to the Chairman of the Joint Chiefs of Staff. His practice areas include military law, constitutional law, and civil procedure.

Professor Rosen's research focuses on the intersection of military law, constitutional rights, and national security. His work addresses contemporary issues such as vaccine mandates in the armed forces, drone warfare jurisdiction, and Second Amendment litigation. He has contributed to seminal textbooks and published analyses on civilian protection in asymmetric conflicts.
His recent publications include Military Law: Criminal Justice & Administrative Process (2021), a co-authored chapter on Second Amendment jurisprudence in Constitutional Law: Cases, Materials, and Problems (2021), and studies on biodefense, armed conflict ethics, and drone-related legal challenges. His scholarship integrates practical military experience with academic rigor.
