Professor Richard Owen is a faculty member at Swansea University's Hillary Rodham Clinton School of Law, where he serves as Director of the Swansea Law Clinic. He joined Swansea in January 2017 after previously directing the University of Essex's law clinic. His career includes legal practice as a solicitor with the British Coal Corporation and work in the Cayman Islands Attorney General's Chambers. Professor Owen holds significant roles in legal education policy, including former Chair of the Association of Law Teachers and membership in the Law Society's Wales Committee.
His research focuses on four interconnected domains:
- Clinical legal education: Developing experiential learning models for law students
- Legal advice services: Innovating community-based legal support systems
- Welsh law: Analyzing devolution's impact on legal frameworks
- Access to justice: Creating pathways for underserved populations
His publications demonstrate a consistent focus on legal education reform, access to justice mechanisms, and Welsh legal development. Recent works emphasize sustainability in legal practice, rebellious lawyering theory, and clinical pedagogy innovations across 20+ publications spanning journal articles, book chapters, and conference proceedings.

He directs the Swansea Law Clinic providing services in housing, employment, consumer rights, and prison law, while leading the Litigant Helpdesk at Swansea Civil Justice Centre. He chairs the Swansea Neath Port Talbot Regional Advice Network and serves as trustee for mental health charity Hafal.
