Professor Richard Kelly is a faculty member in the Department of Geography and Environmental Management at the University of Waterloo. He joined the department in 2006 after serving as an associate research scientist at NASA. His research focuses on microwave remote sensing of snow and ice hydrology, with emphasis on Earth observation systems and global water budget analysis.

He leads the Theoretical & Applied Earth Observation Science Lab, which houses the Cryospheric Remote Sensing Research Facility – Canada's only Ku-/X-band scatterometer infrastructure. His students have secured positions in Environment Canada, Teledyne Optech, and international research institutions.
