Dr. Richard Hartnett is a Professor in the Department of Electrical Engineering and Computing at the U.S. Coast Guard Academy. A retired Captain in the U.S. Coast Guard, he joined the Academy's Permanent Commissioned Teaching Staff in 1988 after initial service as a rotating military officer starting in 1985. Following his retirement from active Coast Guard service in 2009, he continued his academic career as a full Professor of Electrical Engineering.
Dr. Hartnett's research focuses on efficient digital filtering methods, improved receiver signal processing techniques for electronic navigation systems, and autonomous ground/marine/air craft design and control. His work has significantly contributed to navigation technology, particularly in GNSS spoof detection, eLoran modernization, and alternative positioning systems. He has co-authored numerous publications with colleagues Peter Swaszek and Kelly Seals, with research spanning from theoretical navigation concepts to practical implementation of navigation security measures.
His recent publications demonstrate a strong emphasis on GNSS security and spoof detection techniques, with multiple papers addressing vulnerabilities in satellite navigation systems and proposing innovative solutions. Dr. Hartnett's work bridges theoretical signal processing with practical maritime navigation applications, making significant contributions to both academic research and real-world navigation technology.

He also belongs to the Institute of Navigation. Beyond his academic work, he is an instrument-rated private pilot and aircraft owner, demonstrating his practical engagement with navigation systems.
