Richard Feder

Richard Feder holds the position of Lecturer in Law at two institutions:

After a 27-year career at the City of Philadelphia Law Department, where he served as Chief Deputy City Solicitor for Legislation and Appeals, he now also maintains a small public interest and municipal law practice.

Feder's expertise lies in Municipal Law, Government Ethics, Tax Law, Constitutional Law, Civil Rights Law, Appellate Advocacy, and Legislation. He played a key role in drafting the City's Zoning Code rewrite and defending the soda tax ordinance. His appellate work includes victories in business privilege tax and liquor tax cases, as well as involvement in school funding and gun violence reduction litigation.
