Richard D. Jacques is a Lecturer at the University of Virginia's School of Engineering & Applied Science. He previously served in senior management roles with the City of Lynchburg and held prominent Federal positions, including Deputy Operations Officer at the National Operations Center (DHS) and Liaison Officer to the National Response Coordination Center. Retiring from the Federal government in 2020, he returned to academia in 2019. His expertise spans counter-terrorism technologies, information sharing networks, and public safety operations.

Research & Teaching: Focuses on engineering ethics, professional responsibility, and the intersection of technology with public policy. Teaches courses like STS 4500 (Engineering Practice) and STS 4600 (Ethics and Professional Responsibility).
