Richard Albert is the Hines H. Baker and Thelma Kelley Baker Chair in Law and Professor of Government at the University of Texas at Austin, where he also serves as Director of Constitutional Studies. He is a leading scholar in constitutional law and comparative constitutionalism with appointments in both the School of Law and Government Department.

Professor Albert earned his JD and BA from Yale University, LLM from Harvard University, and BCL from the University of Oxford. He previously served as a law clerk to the Chief Justice of Canada and has held numerous visiting professorships including at Yale University, University of Toronto, and University of Ottawa.
His research focuses on constitutionalism, democracy, and the rule of law from comparative, doctrinal, historical, and theoretical perspectives. Albert is an expert on constitution-making and constitutional design, having published over 30 books including Constitutional Amendments: Making, Breaking, and Changing Constitutions (Oxford University Press 2019). His work spans constitutional amendments, informal constitutional change, constitutional design, and the intersection of democracy with constitutional governance.
His recent publications reveal a continued focus on constitutional amendment processes, the challenges of constitutional rigidity and flexibility, and the evolving nature of constitutional governance globally. His work shows increasing attention to multi-textual constitutions, decolonial approaches, and the architecture of constitutional amendment rules across different jurisdictions.

Professor Albert has advised governments and parliaments on constitutional reform and currently serves as the only non-Jamaican on Jamaica's 15-person Constitutional Reform Committee. He founded the International Forum on the Future of Constitutionalism and has organized over 150 international conferences, including the Global Summit in Constitutionalism. His leadership extends to editorial roles with over 35 scholarly publications and co-editing multiple book series in constitutional law.
