Rhiannon Neilsen is an Assistant Professor at the Marxe School of Public and International Affairs at Baruch College, where she teaches Public Affairs. Her research bridges cybersecurity, genocide prevention, and international ethics, with a focus on digital interventions for atrocity crimes. She holds a PhD in International Relations from the University of New South Wales, an M.Phil. in Politics, and a B.A. in International Relations and German.

Neilsen’s work investigates "cyber manipulation operations" for atrocity prevention, AI ethics in geopolitical contexts, and the Responsibility to Protect (R2P) framework. She has published extensively on digital deterrence strategies, including peer-reviewed articles in Defense Studies, Global Responsibility to Protect, and International Affairs, with a forthcoming book on cyber humanitarian interventions.
