Rachel Young

Rachel Young is a Ciriacy-Wantrup Postdoctoral Research Fellow at the Goldman School of Public Policy and Global Policy Lab at UC Berkeley. She will join the University of Minnesota's Humphrey School of Public Affairs as an Assistant Professor in 2026.

Her research uses machine learning and big data to quantify social and economic impacts of climate change and natural disasters. She evaluates federal policies, including FEMA's flood mitigation programs, drawing on experience at the White House Council on Environmental Quality (2022).
