Rachel Sigman is an Associate Professor of Democratic Governance at the Josef Korbel School of International Studies, University of Denver. She is also a project manager for the Varieties of Democracy (V-Dem) project at the University of Gothenburg, Sweden. Her research focuses on government performance in Africa, particularly the interplay between political institutions, state capacity, and democratic backsliding.
Research Interests: Sigman explores how ruling parties extract resources from the state, impact public policy effectiveness, and shape democratic institutions. Her work spans topics like civil-military relations, oil revenue effects on bureaucracies, and the dynamics of autocratization in low-income democracies. She has conducted survey experiments on bureaucratic ethics and analyzed political job distribution networks.
