Quinn Mulroy is an Assistant Professor in the Department of Human Development and Social Policy at Northwestern University's School of Education and Social Policy (SESP). She also holds a courtesy appointment in the Political Science department and is a Faculty Associate at the Institute for Policy Research. Her research focuses on the political development of racial equity policies in education, employment, and housing, emphasizing historical analysis of how bureaucratic and legal mechanisms shape policy implementation over time. She earned her Ph.D. in Political Science from Columbia University and a B.A. in Political Science from UC Berkeley.
Her work bridges political science and policy studies, with a focus on civil rights enforcement, the 'litigation state,' and equality politics. Notable projects include her forthcoming book *Agents of Justice*, which examines how federal agencies mobilize private lawsuits to enforce rights, and collaborative research on (e)quality politics in education and workplace policies. Her research has received major awards, including the APSA Leonard D. White Dissertation Award and the Ver Steeg Faculty Award from Northwestern.
Mulroy's affiliations include the Politics & Policy Lab and the Institute for Policy Research. Her grants and fellowships span institutions like the Miller Center and the American Bar Foundation. She previously taught at Syracuse University's Maxwell School and has been recognized as an outstanding graduate faculty member at Northwestern.
