Philippe Lagassé is an Associate Professor and holds the William and Jeanie Barton Chair in International Affairs at Carleton University's Norman Paterson School of International Affairs. He also serves as Associate Director of the PhD Program. His research examines defence policy, procurement, parliamentary roles, Crown authority, and executive power in Westminster systems, with emphasis on foreign and military affairs.
Lagassé actively leads SSHRC-funded projects comparing legislative military oversight and prerogative power reform across Commonwealth nations. As defence procurement co-director of the Canadian Defence and Security Network, he bridges academic and policy communities. His advisory roles include membership on the Department of National Defence's Independent Review Panel for Defence Acquisition (since 2015) and prior service on Canada's CF-18 replacement panel (2012-2014).
