Philip Parker

Dr. Philip Parker serves as Dean of the College of Engineering, Mathematics, and Science and Professor in the Department of Civil and Environmental Engineering at the University of Wisconsin-Platteville. He also directs the NSF-funded Center for Infrastructure Transformation and Education (CIT-E), an international online community of practice advancing infrastructure education globally.

His educational background includes:

• PhD in Environmental Engineering from Clarkson University
• Master of Science in Environmental Engineering from Clarkson University
• Bachelor of Science in Civil Engineering from Clarkson University

Dr. Parker's research spans the Scholarship of Teaching and Learning (SOTL), infrastructure education, equitable infrastructure development, urban stormwater management, and agricultural runoff monitoring. His CIT-E center drives innovation in infrastructure education through NSF-supported initiatives, emphasizing practical applications and global collaboration in civil engineering.

As a registered Professional Engineer and active member of ASEE and ASCE, he provides leadership through the UW-Platteville ASCE Student Chapter. His administrative roles include former positions as Assistant Dean for New Initiatives, Associate Dean, and program coordinator for environmental engineering and online Master of Engineering programs.

Dr. Parker champions undergraduate research opportunities while directing significant NSF-funded infrastructure education initiatives through the CIT-E center, creating pathways for student engagement in sustainable infrastructure solutions.
