Philip Lyon is the Managing Director of the Ellison Center for Russian, East European, and Central Asian Studies, the Center for West European Studies, and the Jean Monnet E.U. Center of Excellence at the University of Washington's Henry M. Jackson School of International Studies. He teaches courses on professional development and thesis writing at the Jackson School.

His research interests broadly encompass Russian, East European, and Central Asian Studies, with a focus on historical and contemporary international relations, European Union policy, and civil society development in post-conflict regions. He has contributed to understanding political dynamics in Eastern Europe through fieldwork and institutional collaborations.
He has received prestigious scientific awards including the Fulbright Fellowship and Boren Fellowship, which supported his research in Croatia and other regions. His professional experience spans international education, media coordination at Al Jazeera, and fieldwork with the OSCE in Kosovo, Croatia, Serbia, and Montenegro.
As a language enthusiast, he speaks Spanish, German, and Croatian/Serbian/Bosnian, with reading proficiency in Catalan. He has held leadership roles in academic alumni associations, including the Fulbright Association and Boren Forum, and actively engages in public service, such as cycling advocacy through the Washington Area Bicyclist Association.
