Phil Budden

Professor Phil Budden is a Visiting Professor at the Institute for Diplomacy and International Affairs at Loughborough University London. He is also a faculty member at the MIT Management School, where he is affiliated with the Tech Innovation, Entrepreneurship and Strategy (TIES) Group and the Regional Entrepreneurship Acceleration Program (REAP). Formerly a British diplomat with over two decades of service, Phil worked extensively on EU matters, technology and trade issues, and cyber security.

Phil’s research interests focus on the intersection of diplomacy, technology policy, and entrepreneurship. His work emphasizes global innovation-driven economic development, international political economy, and the strategic role of cyber security in diplomatic contexts. At MIT, he contributes to programs that analyze multi-stakeholder approaches to regional entrepreneurship acceleration.

Phil is actively engaged in academia through his roles at Loughborough University London and MIT, bridging his diplomatic expertise with scholarly work. He has fostered university partnerships during his diplomatic postings and continues to explore the international dimensions of technology and trade policy.
