Peter Hayes is an Honorary Professor at the Center for International Security Studies, University of Sydney, Australia, and Director of the Nautilus Institute in Berkeley, California. With a doctorate from the Energy and Resources Group at UC Berkeley, he has established himself as a leading expert at the nexus of security, environment, and energy policy problems, with a particular focus on Northeast Asia.
Hayes earned his Doctorate from the Energy and Resources Group at the University of California, Berkeley (1980-1989), a Master of Arts in Energy and Resources from the same institution (1978-1979), and a Bachelor of Arts from the University of Melbourne (1971-1977).
His research spans international security, nuclear weapons policy, North Korea studies, energy security, environmental sustainability, and climate change adaptation. Best known for innovative cooperative engagement strategies in North Korea, Hayes has developed techniques for seeking near-term solutions to global security and sustainability problems applied across East Asia, Australia, and South Asia. His work frequently examines the intersection of nuclear security, energy policy, and environmental concerns in the Northeast Asian context.
Hayes' publications reveal consistent focus on nuclear security in Northeast Asia, particularly regarding North Korea's nuclear program and potential pathways to denuclearization. His recent work increasingly examines the nexus between nuclear security and other global challenges, such as the pandemic-nuclear nexus. He has pioneered concepts like 'vortex politics' to explain nuclear dynamics on the Korean Peninsula and advocates for practical, incremental approaches to reducing nuclear risks in the region.

He is frequently cited or interviewed by major media worldwide and has contributed op-eds to publications like the Far Eastern Economic Review. As co-founder of the Nautilus Institute (1977-present) and former director of the Environmental Liaison Centre in Nairobi (1975-76), Hayes has built significant institutional capacity for security and sustainability research. His work bridges academic research with practical policy applications through initiatives like the Asia-Pacific Leadership Network on Nuclear Non-Proliferation and Disarmament (2019-21).
Hayes leads research teams focused on nuclear security issues in Northeast Asia, with particular emphasis on understanding North Korea's nuclear program and developing practical pathways to reduce nuclear risks. His approach combines technical analysis with political insight, creating innovative frameworks for understanding complex security challenges.
