Penny Jacobs Fleming is an Adjunct Assistant Professor at the Sanford School of Public Policy, Duke University. She holds an M.P.A. from American University (1978) and a B.A. from West Chester University of Pennsylvania (1975), with a focus on policy analysis and program evaluation.

Her career includes 35 years in federal government leadership roles, beginning with the Government Accountability Office (GAO), where she evaluated Environmental Protection Agency programs. She later served in the Carter White House as career staff to the U.S. Regulatory Council, leading regulatory reform efforts, and advanced to the Office of Management and Budget (OMB) as a budget examiner and Chief of the Branch overseeing multiple federal agencies. At the Administrative Office of the U.S. Courts, she represented the Judiciary in congressional financial matters and external liaisons.
Penny teaches courses such as PUBPOL 830: Special Topics Module, PUBPOL 807: Master's Project I, and PUBPOL 804: Policy Analysis II, emphasizing practical policy application and analysis.
