Paul Chapman OBE is a Senior Fellow in Operations Management at Saïd Business School, University of Oxford, and serves as Academy Director of the UK Government’s Major Project Leadership Academy overseeing the £834bn portfolio of strategic government projects. He founded Oxford’s MSc in Major Programme Management and directs executive programs for UK Government Ministers and senior officials.
His educational background includes a BEng(Hons), MSc, and EngD from the University of Warwick.
Chapman’s research focuses on infrastructure project delivery efficacy, examining performance metrics, risk frameworks, and cost evaluation methodologies in complex project environments. His work bridges academic theory with government practice through analysis of transport infrastructure systems and public sector project governance.
Recent publications reveal consistent trends in cross-national project performance analysis (Swedish and English transport infrastructure), inflation indexing impacts on cost evaluation, and complexity management in major project delivery. These works collectively advance understanding of efficacy drivers in large-scale infrastructure initiatives.
