Dr. Patricia Mitchell is an Adjunct Lecturer at NC State University's School of Public and International Affairs, teaching PA311 Public Policy Analysis & Evaluation. She concurrently serves as an Assistant Professor in Appalachian State University's Department of Government & Justice Studies, specializing in the Master of Public Administration Program and undergraduate NC Politics courses. Her career spans academia and public service: she previously held roles including Assistant Secretary of the NC Department of Commerce / Rural Economic Development Division (2013–2016), Ashe County Manager (2011–2013), and Director of Economic Development (2004–2013). She holds leadership positions on boards such as the UNC School of Government Foundation and ICMA’s Graduate Education Committee.
Education includes a B.A. in English from Berry College, an MPA and DPA from the University of Georgia. Her research focuses on economic development strategies, rural policy, and public leadership, with publications addressing topics like downtown revitalization, governance roles in economic growth, and graduate student success in criminal justice fields.
Her professional articles and book chapters emphasize practical solutions for small-town economic challenges and institutional governance. Mitchell actively contributes to regional development initiatives through her board memberships and policy advisory roles.
