Dr. Patria de Lancer Julnes serves as the inaugural Rosenthal Endowed Professor of Public Administration and Director of the School of Public Administration at the University of New Mexico. She holds a Ph.D. in Public Administration from Rutgers University, Newark, NJ. With over two decades of academic leadership, she has held senior roles including Associate Dean at Baruch College, CUNY, and faculty positions at University of Baltimore, Utah State University, and others.
- Research Focus: Performance measurement systems, government capacity building, citizen-driven governance, and democratic accountability.
- Notable Work: Co-authored Performance-Based Management Systems: Effective Implementation and Maintenance and Innovation in the Public and Nonprofit Sectors.
- Global Impact: Advised governments in Latin America and Europe on governance reforms and collaborated on projects addressing underserved populations, including Hispanic youth initiatives.
Her research emphasizes bridging theory and practice, particularly in leveraging performance metrics for equitable outcomes. Recent articles analyze governance reforms in China, healthcare disparities in Pennsylvania, and community indicator integration strategies.
