Aroon P. Manoharan

Dr. Aroon P. Manoharan is an Associate Professor in the Department of Public Policy and Public Affairs at the University of Massachusetts Boston and Director of the National Center for Public Performance (NCPP). His research focuses on e-government, performance measurement, and comparative public administration, with projects in Rwanda, Czech Republic, Bulgaria, South Africa, and India. He has authored influential books such as E-Government and Websites: A Public Solutions Handbook and edited volumes on digital governance.

Education: Ph.D. in Public Administration (Rutgers University–Newark), M.P.A. (Kansas State University), B.E. Mechanical Engineering (PSG College of Technology, India). Professional roles include leadership in ASPA sections and editorial boards of journals like International Journal of Public Administration.

Research emphasizes digital transformation, civic engagement through technology, and global best practices in public service delivery. Awards include the Jeanne Marie Col Leadership Award (2020) and Paul A. Volcker Junior Scholar Award (2012).
