Pascal McDougall is an Associate Professor at the Civil Law Section, Faculty of Law, University of Ottawa. He holds a Juridical Science Doctorate (S.J.D.) from Harvard Law School (2021), an LL.M. from University of Toronto (2013), and a Bachelor of Laws from Université d’Ottawa (2011).

His research focuses on comparative and international labor law, European law, economic development, and human rights. Current projects propose reforms to align labor law and macroeconomic policies with low-wage workers' needs in Global North/South contexts. His S.J.D. thesis retheorizes collective bargaining economics by linking macroeconomic policies to labor law's redistributive potential.
Recent publications analyze transnational labor governance, EU competition law, and historical intersections of labor rights with economic theories (Keynes, Sen, Hayek). Articles span labor rights in global value chains, European monetary governance, and post-crisis collective bargaining frameworks.
