Olivier Costa is a CNRS Research Professor at CEVIPOF (Center for Political Research) at Sciences Po Paris, where he joined in January 2021 after previously working at the Emile Durkheim Centre at Sciences Po Bordeaux. He lectures on European Union institutions and policies within Sciences Po's School of Public Affairs and has taught at numerous institutions including Sciences Po Bordeaux, Sciences Po Strasbourg, the Université Libre de Bruxelles, the College of Europe (Bruges), and the University of Geneva's European Institute. He has also served as a visiting professor at Ritsumeikan University, Washington State University, the University of Colorado, the University of Cologne, and Luiss University-Guido Carli.
Costa earned his PhD in 1998 from Paris 8 University with a thesis focused on the workings of the European Parliament titled 'The European Parliament: a Deliberative Assembly.' He spent a year at the Institute for European Studies in Brussels before joining the CNRS in 1999.
His research interests center on European Union policy, the European Parliament, the EU's institutional system, legislative studies, the French Parliament, and political representation. Costa has published extensively in top journals including Journal of European Public Policy, West European Politics, Journal of European Integration, Journal of Legislative Studies, and Journal of Common Market Studies. His recent work examines EU institutional dynamics, parliamentary behavior in the European Parliament (particularly regarding coalition formation and voting patterns), EU enlargement and reform challenges, and the impact of crises like the pandemic and the war in Ukraine on EU governance.
Costa serves on the editorial boards of the Journal of European Integration, Journal of Legislative Studies, International Journal of Parliamentary Studies, and European Law Journal. He has authored nine books and edited 20 books and special journal issues. His publications demonstrate a consistent focus on European parliamentary politics, institutional evolution, and the challenges of democratic governance in the EU context, with increasing attention to contemporary challenges like the Qatargate scandal, EU sovereignty debates, and the implications of political fragmentation.
He is also active in public discourse, contributing to media outlets and publishing blog posts and opinion pieces on European politics. Costa maintains a strong connection with practical politics while maintaining academic rigor in his research.
Beyond academia, Costa is an accomplished artist who creates detailed ballpoint pen drawings of classic cars. He published a book titled 'Automotive Treasures of the 20th Century' in 2022 and is preparing a second volume focused on Italian coachbuilders from the 1950s and 1960s. He also writes humorous travel chronicles under the pseudonym 'Oscar Vileito' in a collection called 'Chronicles of a Disgruntled Traveler.'
