Oliver James is a Professor of Political Science at the University of Exeter, affiliated with the College of Social Sciences and International Studies. His research focuses on public policy, citizen-state interactions, environmental governance, and governance structures. He employs innovative methods like field and survey experiments to explore topics such as policy evaluation, public participation, taxation, and organizational reforms. James teaches undergraduate and postgraduate courses in public policy, British and comparative politics, and quantitative methods, including modules for the Exeter MSc in Public Policy and MPA programmes.
James holds a BA in Philosophy, Politics, and Economics from St Anne's College, University of Oxford, followed by an MSc and PhD in Government from the London School of Economics. He has held academic posts at both LSE and Exeter, advancing through roles like Lecturer, Senior Lecturer, and Reader. His professional service includes membership on the ESRC Grant Assessment Panel and consultancy work with organizations like the World Bank, OECD, UK National Audit Office, and HM Treasury.
Central to his research are behavioral theories of citizenship, pro-social motivation, and information processing. Current projects include the £1.3m ESRC/DFG/SSHRC-funded 'Fiscal Citizenship in Migrant Societies' and the NERC-supported 'Renewing biodiversity through a people-in-nature approach', emphasizing community-driven environmental strategies. He also explores how government communication shapes public perceptions of services and accountability.
His work challenges conventional assumptions about marketization reforms, public sector transparency, and organizational performance. Notable studies include investigating the impact of private service delivery on co-production and analyzing how performance information influences citizen satisfaction. Collaborations with bodies like Natural England and the World Bank highlight his applied research focus.
Grants include ESRC funding for 'Structure and Organisation of Government' (£320K), 'Chief Executive Succession' (£215K), and EU FP7's 'COCOPS' project. His research networks span environmental intelligence, public policy, and regulation studies at Exeter. James has co-authored books such as Behavioral Public Performance and edited volumes on experimental methods in public management, advancing theoretical and methodological frontiers in the field.
