Dr. Noreen O'Meara is an Associate Professor (Reader) in Human Rights, European, and Environmental Law at the University of Surrey's Surrey Law School. She serves as Co-Director of the Surrey Centre for International and Environmental Law (SCIEL) and Director of Joint Honours Programmes (LLB Law with International Relations). Her academic background includes degrees from the University of Cambridge (Corpus Christi College), UCL (LLM in Public Law), and a PhD from Queen Mary, University of London. She has held fellowships at the British Institute of International and Comparative Law (BIICL) and worked at the European Commission's Legal Service and the Court of Justice of the European Union.
Her research focuses on Human Rights, EU Law, Environmental Law, Judicial Reform, and Sustainable Development Goals. Recent work addresses plastic pollution's legal dimensions and EU environmental crime frameworks. She holds a British Academy Mid-Career Fellowship (2024). Her professional service includes roles on the Society of Legal Scholars Executive and Council.
Her publications include analyses of global plastics treaties and EU environmental law. Ongoing projects likely involve climate governance and transnational environmental accountability mechanisms.
