Dr. Noel McGuirk is a Lecturer in Law at Ulster University's School of Law, specializing in legal education, security studies, and constitutional law. He previously held academic positions at Lancaster University Law School and BPP University Law School.

His research focuses on student support systems in legal education, counterterrorism profiling in law enforcement, and constitutional dynamics between state and citizen. He is co-author of the textbook Public Law and currently completing his M.Ed. in Learning and Teaching at the Open University.
In 2025, he will co-edit a Routledge monograph on citizen-state relationships. He joined Ulster University in December 2024.
