Nicolás Betancur is a full-time Professor (Grade 5) in the Department of Political Science at the Faculty of Social Sciences, University of the Republic of Uruguay. He holds a PhD in Social Sciences from the University of Buenos Aires, alongside a Bachelor's and Master's in Political Science and a Law degree from the University of the Republic of Uruguay. He is a Level II member of Uruguay's National System of Researchers.

His research focuses on Public Policies, particularly Educational and Higher Education Policies, which he teaches at undergraduate and postgraduate levels. He has authored/coordinated 10 books, published over 30 scientific articles, and contributed 30 book chapters. His work emphasizes policy analysis in education and governance.
Consulting & Roles:
- Consultant for UNESCO, UNDP, EU Commission, and national bodies like Uruguay's National Public Education Administration
- Former Director of the Department of Political Science and Academic Coordinator of the Master's in Political Science at UdelaR
- Member of the Central Board of Directors at UdelaR
He has also served as a guest professor at multiple Latin American universities and actively participates in international research collaborations.
