Nicole Reese

Nicole Reese is a Professor of Law at the Hochschule des öffentlichen Schutzes und der öffentlichen Verwaltung Nordrhein-Westfalen (HSPV NRW), based in Bielefeld. She has been a faculty member since August 2017 and teaches subjects including labor law, civil service law, and general administrative law. She also holds a teaching assignment in the Master of Public Management program at the same institution.

Her educational background includes a law degree from the University of Göttingen (1992–1998), legal clerkship completed in Göttingen with an international station in Sydney, and a doctorate from the University of Osnabrück (2000–2005) on qualified electronic signatures. Prior to joining HSPV NRW, she served as a Professor at the University of Public Administration in Lower Saxony (HSVN) from 2008 to 2016.

Her research interests center on public administrative law, labor law, and civil service law, with a particular focus on the rights and duties of civil servants, including the controversial remonstration rights in the context of pandemic-related school policies. Her recent scholarly output reflects a strong engagement with current legal challenges in public sector employment, including inflation compensation, parental leave benefits, and retirement models.

The analysis of her recent publications reveals a consistent trend in labor and administrative law jurisprudence, particularly in interpreting court rulings related to public employees’ rights, compensation, and workplace regulations. Nicole Reese holds leadership roles within the institution, including Co-Spokesperson of the Research Commission since March 2022 and previously served as Deputy Spokesperson (2020–2022). She has also been the local module coordinator for labor and civil service law subjects in Bielefeld since 2017.

She is actively involved in research projects, including a current study (2023–2024) on the relevance and feasibility of civil servants’ right to protest under current legal and social conditions, particularly in educational settings during the pandemic.
