Manuel Brunner

Prof. Dr. Manuel Brunner serves as Professor for Intervention Law and Constitutional Law at the Hochschule für Polizei und öffentliche Verwaltung Nordrhein-Westfalen (HSPV NRW) in Bielefeld since 2023, following his professorship at the Polizeiakademie Niedersachsen in Oldenburg (2021-2023). His academic journey includes research positions at Leibniz University Hannover (2009-2015), legal practice specializing in environmental and administrative law (2017-2021), and teaching appointments at multiple German universities including Helmut-Schmidt-Universität and University of Potsdam.

His research interests span constitutional law, international law, human rights, comparative constitutional systems, and international dispute resolution. Dr. Brunner completed his doctoral thesis in April 2019 on 'International Investigation Commissions: An International Law Study on Procedural Law and Practice of Fact-Finding,' which was subsequently published as a monograph by Duncker & Humblot in 2022 and awarded the Faculty Prize of the Faculty of Law of the Leibniz University of Hanover.

His recent scholarly output demonstrates a strong focus on constitutional transitions, international dispute resolution mechanisms, and the intersection of human rights with technological advancements in evidence gathering. His publications regularly appear in leading German legal journals including Neue Zeitschrift für Verwaltungsrecht, Archiv des Völkerrechts, and Verfassungsblog, with increasing attention to contemporary challenges in constitutional governance and international peacebuilding.
