Carnes' research explores the systemic exclusion of working-class citizens from political office, arguing that this absence skews policymaking toward upper-class interests. His work includes empirical studies on voter biases, legislative outcomes, and cross-national comparisons. Recent projects examine transnational governments and class dynamics in the U.S. foster care system. His publications span journals like British Journal of Political Science, American Political Science Review, and Perspectives on Politics, with a focus on class-based policy disparities and electoral reform.
Carnes has received prestigious awards, including the Alan T. Waterman Award (2021) and the Gladys M Kammerer Award (2014). He co-founded the American Political Science Association's Organized Section on Economic and Social Class Inequality and contributed to policy debates on legislative diversity and educational qualifications for office. His teaching includes courses like Introduction to Policy Analysis and Special Readings in Public Policy Studies, and he actively engages with media through podcasts and commentary on topics like the Marvel Cinematic Universe's political themes.
