Neil Jacobsen is an Lecturer at the Faculty of Business (MBA Program) of the University of New Brunswick. With decades of experience in economic growth and business development, he currently serves as President of Roxham Advisory & Consulting Services and Senior Policy Consultant for the Atlantica Centre for Energy.
His professional background includes leadership roles such as Deputy City Manager and Acting City Manager for the City of Saint John, where he spearheaded corporate sustainability and continuous improvement initiatives. Earlier, he managed energy policy and regulatory affairs as Assistant Deputy Minister with the New Brunswick Department of Energy and Mines.

- Certificate in Labour Relations, Industrial Relations Centre at Queen’s University
Neil’s research and professional interests focus on business development, economic policy, sustainable urban planning, and leadership in community redevelopment projects. He has also contributed to small business training programs and corporate process optimization via Lean Six Sigma.
Actively engaged in community leadership, Neil has served on boards including the Fundy Trail Development Authority, Saint John Energy Pension Plan, and the Saint John Region Chamber of Commerce. He co-founded a multi-million-dollar waterfront redevelopment project and chaired regional business development committees.
