Neil H. Cogan is a Professor of Political Science at Whittier College’s Department of Political Science. He served as Dean of Whittier Law School and Vice President for Legal Education from 2001–2009, significantly improving bar passage rates and establishing key academic institutes. His academic history includes a Ph.D. from the University of California at Irvine and an LL.B. from the University of Pennsylvania.
Research focuses on constitutional law, civil rights, comparative law (Israel/Rabbinic), legal history, and jurisprudence. He directs Whittier’s Israel Summer/Winter Study Abroad Program and has taught at Quinnipiac University Law School, Southern Methodist University Law School, and Bar Ilan University. Awards include the Texas Women’s Politic Caucus’ “Good Guy” Award.
He has authored major legal texts such as The Complete Bill of Rights (Oxford, 1997/2015) and Theodore Roosevelt: A Manly President (2019). His administrative leadership established the Center for International and Comparative Law, Trial Advocacy Institute, and six international study programs. Personal interests include multilingual literary work, travel, and family life with seven children and nine grandchildren.
