Neale Blair is a Professor of Urban and Regional Planning at the Belfast School of Architecture & The Built Environment (BSABE), Ulster University. Appointed Associate Head of BSABE in 2017, he specializes in spatial planning policy and practice, with a PhD in regional spatial planning. He actively contributes to the Built Environment Research Institute (BERI) and Centre for Research on Property and Planning (RPP).

His research focuses on spatial governance, urban planning pedagogy, data visualization for stakeholder engagement, and technology (including Gen AI) in planning processes. He has led cross-border spatial planning initiatives in Ireland for 20 years, collaborating with public, private, and community sectors.
Recent research trends highlight his work on urban resilience, post-conflict planning, and UAV operations in urban environments. Key publications include analyses of the Dublin-Belfast Economic Corridor, social-ecological resilience in urban design, and cross-border geographies post-Brexit.
External affiliations include chartered membership of the Royal Town Planning Institute (RTPI), Senior Fellowship at Advance HE, and advisory roles in the Office of the Planning Regulator (OPR) and RTPI committees.
Neale supervises three PhD students at Ulster and has served as External Examiner at the University of Manchester (2019–2023). He chairs planning education reforms and contributes to RTPI-accredited school networks.
