Morgan Philbin, PhD, MHS is an Associate Professor of Medicine at UCSF School of Medicine and an ARC Core Faculty member. She holds a PhD and MHS in Public Health from Johns Hopkins Bloomberg School of Public Health and completed postdoctoral training in HIV/AIDS at Columbia University. Her research examines how social policies and clinical practices impact health equity, focusing on HIV/AIDS, substance use, and sexual/gender minority populations.
Dr. Philbin's research interests center on structural determinants of health disparities, particularly:
- Impact of opioid policies on pregnant people and newborns
- Development of decision aids for HIV treatment modalities
- State-level policies affecting substance use outcomes in marginalized youth
- Long-acting antiretroviral therapy implementation barriers
Her publications predominantly explore HIV treatment innovation, substance use policies, and health disparities through mixed-methods approaches. Recent work demonstrates strong focus on long-acting injectable antiretrovirals, opioid policy impacts, and structural determinants of LGBTQ+ health.
