Min Su is an Associate Professor in the Department of Public Administration at Louisiana State University's E.J. Ourso College of Business, where she has held faculty positions since 2016 (Assistant Professor until 2023, then Associate Professor). Her research focuses on the intersection of politics and municipal finance, particularly examining revenue generation mechanisms and fiscal management practices in local governments.
Educational background:
- Ph.D. Public Policy, Georgia State University and Georgia Institute of Technology (2016)
- M.A. Economics, Central University of Finance & Economics, Beijing (2010)
- B.Sci. Management (Public Administration), Central University of Finance & Economics, Beijing (2006)
Research Interests:
Dr. Su's scholarship investigates how political pressures influence fiscal decisions, with particular expertise in traffic fine revenue systems, municipal debt financing, and non-tax revenue sources. Her work combines rigorous quantitative analysis with institutional context to reveal how electoral cycles affect law enforcement revenue generation and how religious organizations manage debt. Recent projects examine sea level rise impacts on municipal finances and administrative center relocations in urban China.
Publication trends indicate consistent output in top public administration journals since 2018, with increasing focus on politically-sensitive revenue streams and international comparative perspectives. Her 2024 American Journal of Political Science article demonstrates methodological sophistication through election-cycle analysis of traffic fine data.
Scientific Awards:
- Kathy and Roy O. Martin III Faculty Research Award (2024)
- Lincoln Institute China Program International Fellowship (2022-2023)
- Kearny-Jolly Endowed Professorship (2019–present)
- ASPA Founders’ Fellow (2014)
Advising and research leadership include serving as Faculty Advisor to the Public Administration Student Association (2021–present) and securing competitive grants from the Lincoln Institute of Land Policy and LSU's E.J. Ourso College. Her current $17,500 sea level rise project exemplifies her focus on emerging fiscal challenges facing coastal communities.
Though not leading a named laboratory, Dr. Su collaborates extensively through international research networks, particularly with Chinese institutions, and contributes to policy discussions through invited presentations at venues including Yale Law School's Liman Colloquium and the National Conference of State Legislatures.
