David Brunori is a Visiting Professor of Public Policy at the Schar School of Policy and Government, George Mason University, where he teaches State and Local Public Finance and Federal Budget Policy. He previously served as a Research Professor of Public Policy and Public Administration at the Trachtenberg School, George Washington University, for 25 years, and as a Professorial Lecturer at GWU Law School. He is also a Senior Fellow at the D.C. Policy Center and holds fellowships at the National Academy of Public Administration and the American College of Tax Counsel.
His education includes a JD and MPPM from the University of Pittsburgh and a BA and MA from the George Washington University. He is a member of the District of Columbia Bar and the Pennsylvania Bar.
Brunori is a leading expert in state and local tax policy, public finance, and fiscal federalism. His research focuses on tax reform, property tax, corporate taxation, fiscal decentralization, and intergovernmental relations. He has published nine books and over 1,500 articles, and his work has influenced tax policy across multiple states.
The most recent publications show a consistent focus on state-level tax reform, particularly in corporate income taxation, excise taxes, nexus rules, and fiscal equity. His work combines legal, economic, and political perspectives to analyze tax structures and their implications for local autonomy and revenue stability.

He has been actively involved in professional organizations such as the National Tax Association, Tax Policy Center, and American Bar Association, and has served on advisory boards including the DC Office of Tax and Revenue Advisory Council and the State Tax Research Institute.
