Justin M. Ross is a Professor of Public Finance and Economics at Indiana University Bloomington's Paul H. O'Neill School of Public and Environmental Affairs, where he also serves as Director of the Ph.D. Programs in Public Affairs and Public Policy. He joined the O'Neill School in 2008 after completing his Ph.D. at West Virginia University and has established himself as a leading scholar in state and local public finance. He is Co-Editor-in-Chief of Public Budgeting and Finance and serves as Chair of the Association of Budgeting & Financial Management.
Dr. Ross holds a Ph.D. in Economics from West Virginia University (2008) and a B.S. from Wright State University (2004). His academic journey reflects a deep commitment to understanding the intersection of economics, policy, and governance at the subnational level.
His research primarily focuses on state and local public finance, with particular expertise in property taxation systems, fiscal zoning practices, and the political economy of tax policy. Dr. Ross approaches public finance as a laboratory for testing social theory, examining how tax and spending choices reflect societal values and constraints. His work often centers government itself in the analysis, exploring how fiscal institutions shape citizen behavior, government accountability, and intergovernmental relations. He has made significant contributions to understanding property tax assessment systems, school district finance, tax amnesty programs, and the fiscal implications of local governance structures.
Dr. Ross's scholarly output reveals consistent focus on empirical analysis of property tax systems, with increasing attention to contemporary challenges like e-commerce taxation following the Wayfair decision and pandemic-related fiscal pressures on local governments. His work bridges theoretical public finance with practical policy applications, often examining how fiscal institutions create incentives for both citizens and government officials.
