Joseph J. Cordes is a Professor of Economics, Public Policy and Public Administration, and International Affairs at George Washington University (GWU), where he has been a faculty member since 1975. He serves as the Co-Director of the GWU Regulatory Studies Center and directs the university's Ph.D. Program in Public Policy. His full-time faculty position includes roles as an Associate Scholar at the Urban Institute and membership in the National Tax Association and the American Economic Association.
Education: Dr. Cordes earned his Ph.D. in Economics from the University of Wisconsin, Madison in 1977. Prior to his current role, he held positions including Brookings Economic Policy Fellow at the U.S. Treasury Department’s Office of Tax Policy (1980-81) and Deputy Assistant Director for Tax Analysis at the Congressional Budget Office (1989-1991).
Research Interests: His work focuses on public finance, taxation, and corporation financial policy. He has extensively analyzed tax policy frameworks, government regulation, and fiscal policy impacts. His interdisciplinary research bridges economics and public policy, with contributions to understanding regulatory economics and tax administration.
Contributions: He co-edited the Encyclopedia of Taxation and Tax Policy (Urban Institute Press) and contributed to volumes on technological change, state taxation, and labor market adjustments. His publications appear in journals such as Economic Inquiry, Journal of Economic Perspectives, and American Economic Review.
Teaching & Leadership: He teaches courses including Public Finance I/II, Economics in Policy Analysis, and Benefit–Cost Analysis. His leadership roles include guiding the Ph.D. Program in Public Policy and advancing interdisciplinary research through the Regulatory Studies Center.
