Joseph Cordes is Professor of Economics, Public Policy and Public Administration, and International Affairs at the George Washington University, where he also serves as Director of the School of Public Policy and Public Administration and Associate Director of the Regulatory Studies Center. He has been a faculty member since 1975 and holds a PhD in Economics from the University of Wisconsin, Madison (1977).

His research centers on public economics, tax policy, public expenditure analysis, and the economics of nonprofit organizations. He also investigates comparative welfare state institutions and applies benefit-cost analysis to public policies addressing natural hazards and terrorism risks. His work bridges academic scholarship and real-world policy impact through government collaboration and institutional research.
His recent publications reflect a strong focus on tax policy, nonprofit governance, regulatory analysis, and fiscal federalism. These works span journals in economics, public policy, law, urban studies, and nonprofit management, demonstrating interdisciplinary reach. Key themes include tax reform, charitable giving, risk assessment, and institutional convergence between nonprofit and for-profit sectors.

Professor Cordes has advised numerous government agencies—including the Congressional Budget Office, IRS, Treasury, RAND, and NIST—and currently serves as Associate Scholar at the Urban Institute’s Center on Nonprofits and Philanthropy. He is active on editorial boards of the Eastern Economic Journal and The International Review of Public Administration, and referees for leading academic journals. He is co-editing new volumes on nonprofit-business convergence and comparative welfare states.
He is affiliated with several research entities: the Regulatory Studies Center (GWU), the Center on Nonprofits and Philanthropy (Urban Institute), and the Research Advisory Council of the National Consortium on Nonprofit Enterprise.
