Michael W. Manulak is Associate Professor of International Affairs at the Norman Paterson School of International Affairs, Carleton University, where he anchors the Diplomacy and Foreign Policy cluster. He is also a Fellow at the Balsillie School of International Affairs, University of Waterloo, and at the Canadian Global Affairs Institute.

Research Interests:
Manulak’s scholarship centres on international organizations and the politics of multilateral diplomacy. He explores how timing and temporality shape global negotiations, with particular attention to global environmental politics, Canadian foreign policy, and non-proliferation regimes. His 2022 book, Change in Global Environmental Politics: Temporal Focal Points and the Reform of International Institutions, introduces the concept of “temporal focal points” to explain when and why institutional breakthroughs occur.

Across more than twenty peer-reviewed works since 2009, Manulak has consistently combined historical-institutional analysis with contemporary policy relevance. His recent output (2020-2024) emphasises climate governance redesign, informal networks in diplomacy, and Canadian responses to global crises, reflecting an evolving agenda that links theoretical innovation to urgent policy debates.

Policy & Advising:
An alumnus of the Government of Canada’s Recruitment of Policy Leaders programme, Manulak served within the Department of National Defence, representing Canada in proliferation-security negotiations and composing Cabinet-level documents on national security and foreign investment review.
