Michael Ramsey is a Warren Distinguished Professor of Law at the University of San Diego School of Law, where he has served since 1995. He holds a JD from Stanford Law School (1989) and a BA in History and Economics from Dartmouth College (1986).

Professor Ramsey specializes in constitutional law, international business transactions, foreign relations law, and federal courts. His scholarship examines the intersection of U.S. constitutional law with international law, focusing on presidential authority, war powers, and treaty implementation. He has taught as a visiting professor at the University of California San Diego (Political Science) and University of Paris-Sorbonne (Comparative Law).
His recent publications analyze originalism in constitutional interpretation, the major questions doctrine, and the role of customary international law in U.S. jurisprudence. These works span subfields including executive powers, treaty conflicts, transnational litigation, and judicial philosophy.
