Dr. Michael Owens is an Assistant Professor at the Uniformed Services University (USU) and Eastern Virginia Medical School (EVMS), and serves as an Emergency Physician at Naval Medical Center Portsmouth. He is the Director of the Navy’s Global Health Fellowship and Medical Director for the Hampton Roads Metropolitan Medical Response Team, with extensive field experience in Angola, Vietnam, and Liberia. His work is centered on disaster response, emergency medicine, and public health capacity building in low- and middle-income countries.
His research and practice focus on strengthening emergency medical systems and pandemic preparedness through initiatives such as the Community Health Emergency Rapid Response Team (CHERRT) in Angola and EMS development in Vietnam. He has led training programs for over 400 health providers and collaborated with ministries of health, US embassies, and international experts to build sustainable local response capabilities.
The trends in his publications reflect a strong emphasis on practical, evidence-based solutions for global health emergencies, particularly in resource-limited settings. His work bridges military medicine, public health policy, and frontline clinical response, with recurring themes in local capacity building, cross-border collaboration, and health system resilience.
