Michael P. Healy is the Charles S. Cassis Professor of Law at the Rosenberg College of Law, University of Kentucky. He has been teaching since 1990, specializing in Administrative Law, Environmental Law, International Environmental Law, Legislation, and Torts. He served as Associate Dean for Academic Affairs (2004–2008) and currently holds the role of Academic Ombud since 2014. His expertise spans public law, with notable contributions to judicial review, agency deference, and statutory interpretation.
Education: B.A. in Chemistry (cum laude, Williams College, 1978); J.D. (magna cum laude, University of Pennsylvania, 1984), where he was Articles Editor of the Law Review and a member of the Order of the Coif.
Research focuses on administrative law, judicial deference mechanisms (Chevron, Auer), and statutory standing. His scholarship includes a co-authored casebook Administrative Law (5th ed., 2021) and articles in journals like the Harvard Environmental Law Review and George Mason Law Review. He has held Fulbright lectureships in China (2004) and England (1997).
