Heather Elliott is the John J. Sparkman Chair of Law at the University of Alabama School of Law, teaching courses in Civil Procedure, Land Use Law, Water Law, and Introduction to the Study of Law. She previously clerked for U.S. Supreme Court Justice Ruth Bader Ginsburg and Judge Merrick B. Garland of the D.C. Circuit Court, followed by appellate litigation work at Wilmer Cutler Pickering Hale & Dorr LLP in Washington, DC.

Her scholarship focuses on the intersection of courts and agencies within democratic systems, particularly Alabama water law and policy. Her work includes a U.S. Geological Survey-funded comparative treatise on Alabama water law, addressing gaps in regulatory frameworks and advocating for legal reform.
The articles span administrative law, constitutional law, and environmental law, with recurring themes in standing doctrine, judicial review, Chevron deference, and federalism. Her research often critiques procedural and structural challenges in litigation and regulatory governance.
