Merel Noorman is an Assistant Professor in AI, Robotics, and Science & Technology Studies (STS) at Tilburg University's TILT institute (Tilburg Law School). She specializes in the governance and ethical implications of AI and robotics, with a focus on their societal integration. Her work explores the intersection of AI with democracy, energy transitions, and public interest technology. Noorman holds a PhD from Maastricht University and has held advisory roles for organizations like UNESCO's Information Ethics Working Group and the Dutch Council for Social Development.
Her research interests include responsible AI development, regulatory frameworks for complex technologies, and the twin transitions of digitalization and sustainability. Recent work addresses AI governance in energy systems and the ethical challenges of algorithmic discrimination. She has contributed to EU-funded projects such as ENPOWER (energy poverty) and Megamind (smart grid data management).
Noorman has authored over 40 publications, including chapters in edited volumes and peer-reviewed articles on AI ethics, energy policy, and legal frameworks. She teaches courses on law & technology regulation and actively participates in international conferences, such as EASST-4S 2024 and Tilting Perspectives 2024.
