Meredith Rosenthal is the C. Boyden Gray Professor of Health Economics and Policy at Harvard T.H. Chan School of Public Health, where she also serves as Interim Chair of the Department of Health Policy and Management. She is Director of Graduate Studies for the Harvard PhD Program in Health Policy and an advisory board member for the Peterson Center of Health Care and The Source on Health Care Price and Competition.
Dr. Rosenthal received her academic training at:
- B.A. in International Relations (Commerce) from Brown University (1990)
- Ph.D. in Health Policy (Economics track) from Harvard University (1998)
Her research focuses on policies designed to improve the affordability and value of health care in the United States, with particular attention to payment incentives, benefit design, and behavioral "nudges" for patients and providers. She examines how healthcare payment systems can be structured to promote high-value care while controlling costs. Her work spans multiple domains including prescription drug policy, mental health services, maternal care, and healthcare disparities across racial and socioeconomic lines. Dr. Rosenthal's research has directly influenced the design of provider payment systems in both public and private sectors and has informed policymaking at federal and state levels.
Analysis of her recent publications reveals a strong focus on healthcare affordability, disparities in care, and policy evaluation. Her work spans multiple healthcare domains including prescription drug policy, mental health services, maternal care, and payment system design. A notable trend is her increasing attention to healthcare disparities, particularly related to race, gender identity, and socioeconomic status. She frequently examines how policy interventions impact vulnerable populations and how healthcare financing structures affect care quality and utilization.
Her notable scientific achievement includes:
- Election to the National Academy of Medicine (2014)
Dr. Rosenthal has advised federal and state policymakers on healthcare payment policy implementation and has testified in Congressional hearings on direct-to-consumer advertising of prescription drugs and pay-for-performance systems. She has also provided testimony in legislative hearings in California and Massachusetts regarding healthcare provider payment and benefit design policies. Her NIH-funded research includes projects on low-value care cascades, pay-for-performance in Medicaid, and market structures in healthcare, demonstrating her sustained impact on health policy research and implementation.
Dr. Rosenthal leads multiple research initiatives examining healthcare payment systems, disparities in care, and policy impacts on healthcare utilization and outcomes. Her work connects academic research with real-world policy implementation, making significant contributions to understanding how financial incentives and policy design affect healthcare delivery and patient outcomes across diverse populations.
