- Bachelor's of Science in Economics from Florida State University
- Doctoral studies in Finance at The University of Texas at Dallas under Professor Harold Zhang
Dr. Kelly's research centers on asset pricing mechanisms, public finance policy implications, and the theoretical foundations of classical liberalism. His work critically examines regulatory frameworks, economic liberty principles, and historical market dynamics through interdisciplinary lenses combining financial theory and political economy.
His scholarly recognition includes:
- Adam Smith Fellowship from the Mercatus Center at George Mason University
- Oskar Morgenstern Fellowship from the Mercatus Center at George Mason University
Prior to his current appointment, he developed expertise as a public policy analyst at Florida State's DeVoe L. Moore Center under Sam Staley and as a research assistant at UT Dallas' Colloquium for the Advancement of Free Enterprise Education working with Stan Liebowitz and Peter Lewin.
