Matthew D. Eisenberg is an Associate Professor at the Johns Hopkins Bloomberg School of Public Health, with a primary appointment in the Department of Health Policy and Management and joint appointments in Mental Health and the Carey Business School. He is Vice Chair for Faculty, Director of the PhD Program in Health Economics and Policy, Director of the Center for Mental Health and Addiction Policy, and Director of Research for the Hopkins Business of Health Initiative.
Dr. Eisenberg earned a BS in Policy Analysis and Management from Cornell University and a PhD in Public Policy and Management with a specialization in Health Economics from Carnegie Mellon University. His research applies economic theory and econometric methods to evaluate the impact of health policies on mental health and substance use disorders.
His research interests span health economics, health insurance, mental health, substance use disorders, and healthcare policy. He investigates how governmental, insurer, and employer-level policies affect healthcare markets and individual health outcomes. His work has been published in top journals including JAMA, Health Affairs, Journal of Health Economics, and American Journal of Health Economics.
The recent publications reflect a strong focus on high-deductible health plans, opioid use disorder treatment, telehealth for addiction, mental health policy, and the economic impact of behavioral health interventions. His research often employs quasi-experimental designs such as difference-in-differences and event studies to assess policy impacts.

Dr. Eisenberg serves as principal investigator on multiple NIH-funded grants, including R01 and T32 awards, with over $10 million in funding. He advises federal and state policymakers, and his work has been cited in the Economic Report of the President and legislative reports. He is a co-chair of a Lancet Psychiatry commission and serves on a statewide Behavioral Health Treatment and Access commission in Maryland. He mentors numerous students and is active in professional service, including on the board of the American Society of Health Economists and as a mentor for LGBTQ+ economics PhD students.
He leads the Center for Mental Health and Addiction Policy and is a key figure in the Hopkins Business of Health Initiative, where his research bridges economics, policy, and clinical practice to improve health system functioning.
